Foreign nationals entering India on Employment, Student, Research, and certain Medical Visas are generally required to register with the Foreigners Regional Registration Office (FRRO) or Foreigners Registration Office (FRO) within 14 days of arrival, where their visa conditions or visa endorsement require registration. These visa categories commonly carry a registration requirement for long-term stays. Always check the endorsement on your visa, as it determines your registration obligations.

Staying beyond 6 months in India then register with FRRO

For holders of Business Visas, Entry (X) Visas, and certain other long-term visas, FRRO registration is generally mandatory if the intended continuous stay in India exceeds 180 days, unless the visa specifically requires registration within a shorter period.

Specific Visa Endorsements

Always examine the endorsement printed on your visa. If your visa specifically states that registration must be completed within a prescribed period (commonly 14 days), that requirement prevails irrespective of the general registration rules applicable to the visa category.

Legal Consequences of Failure to Register with FRRO

Failure to comply with mandatory registration requirements constitutes a violation of the Immigration and Foreigners Act, 2025, and the rules framed thereunder. Depending on the nature of the violation, immigration authorities may initiate administrative or criminal proceedings.

For the Foreign National

Failure to register with the FRRO within the prescribed period may result in:

  • Administrative penalties for delayed registration, as notified by the Bureau of Immigration from time to time.

  • Difficulties in obtaining visa extensions, visa conversions, or exit permits.

  • Deportation, blacklisting from future entry into India, or cancellation of visa in appropriate cases.

  • For serious violations of immigration laws, imprisonment of up to three years, a fine of up to ₹3 lakh, or both, under the Immigration and Foreigners Act, 2025.

For Employers, Educational Institutions and Hosts

Employers, educational institutions, hotels, landlords, and other accommodation providers have statutory obligations to report the stay of foreign nationals wherever applicable. Any person who knowingly aids, facilitates, or abets violations of the Immigration and Foreigners Act, 2025 may also be liable for penalties under the Act.

Important Compliance Requirements for Foreigners in India

1. Complete FRRO Registration Through the e-FRRO Portal

Eligible foreign nationals should complete their FRRO registration promptly through the official e-FRRO portal and retain copies of their Registration Certificate or Residential Permit for future immigration formalities.

2. Submission of C-Form by Hotels, Landlords and Hosts

Hotels, guest houses, educational institutions, landlords, and other accommodation providers are required to submit the prescribed C-Form to the Bureau of Immigration within the prescribed time after accommodating a foreign national. Failure to comply may attract legal consequences.

3. Intimate Any Change of Residential Address

Foreign nationals who are required to register with the FRRO should promptly intimate any change in their residential address through the appropriate FRRO/e-FRRO procedure. Immigration authorities increasingly conduct address verification exercises, and failure to update the registered address may result in notices from the FRRO seeking an explanation or directing the foreign national to appear before the authorities. In appropriate cases, non-compliance may also affect future visa extensions, renewals, exit permits, or other immigration services.

4. Keep Registration Details Updated

Foreign nationals should also ensure that changes relating to their passport, visa status, employment, educational institution, marital status (where relevant), or other particulars required under immigration regulations are promptly reported to the FRRO whenever such reporting is mandated.
